120K lost to cyber thieves

THE escalation of cybercrime in Fiji has resulted in the unauthorised transfer of more than $120,000 from bank accounts of people in the country.

Fiji Financial Intelligence Unit director Razim Buksh said last year, they received 45 cybercrime cases. Of these, 15 cases were related to internet banking fraud.

He said the customers who, collectively, had more than $120,000 transferred without their authorisation became victims of an online internet activity called phishing, when customers' bank accounts were accessed through online internet banking by cybercriminals.

"Phishing is a modern day cybercrime that is usually orchestrated by organised international cybercriminal gangs.

"The aim of phishing activity is to steal confidential personal information such as login usernames and passwords and financial information," he said.

Mr Buksh said cybercrimes were usually well organised and involved a syndicate of operators, usually foreign nationals.

"Therefore, it is somewhat difficult to trace these criminals whose whereabouts are usually unknown or are located in a foreign jurisdiction," he said.

Mr Buksh said phishing emails were a common phenomenon that was sent to unsuspecting public email account holders.

"These bogus and scam emails also contains links to fake websites that almost look identical to the legitimate website of the commercial banks. Internet banking customers would be asked to enter details of their bank account number, username and password," he said.

Mr Buksh confirmed that a number of Fijians had fallen victims of other cyber-related scams and had lost their money.

He said the unit had handled scams such as lottery, sweepstakes or prize bogus loan schemes, credit card scams, fraud and fake investment and business proposals, bogus inheritance and charity proposals.

Mr Buksh said cases such as advanced fee schemes, including black money, financial assistance schemes, employment scams including work at home and commission based job opportunities, pyramid schemes and migration scams had surfaced.

He said it was a serious offence in Fiji under the Crimes Decree if a person had unauthorised access or modification to or removal of data held in a computer.

"The penalty for this offence is 10 years maximum imprisonment."

Association of Banks in Fiji chairman Adrian Hughes said he was not aware of the unauthorised transfer of more than $120,000.

"The security system is very tight and the banks stand behind the security system," Mr Hughes said last night.

Coordinated Universal Time (UTC Fiji +12)
Coordinated Universal Time (UTC) is the primary time standard by which the world regulates clocks and time. It is one of several closely related successors to Greenwich Mean Time. Computer servers, online services and other entities that rely on having a universally accepted time use UTC for that purpose. If only limited precision is needed, clients can obtain the current UTC time from a number of official internet UTC servers. For sub-microsecond precision, clients can obtain the time from satellite signals. Time zones around the world are expressed as positive or negative offsets from UTC, as in this list.
Coordinated Universal Time is based on International Atomic Time (TAI), a time standard calculated using a weighted average of signals from atomic clocks located in nearly 70 national laboratories around the world.[1] The only difference between the two is that UTC is occasionally adjusted by adding a leap second in order to keep it within one second of UT1, which is defined by the Earth's rotation. In the 50 years up to and including 2011, a total of 34 leap seconds have been added; a 35th leap second is scheduled to be added on 30 June 2012.[2]
The UTC standard was officially standardized in 1961 by the International Radio Consultative Committee, after having been initiated by several national time laboratories. The system was adjusted several times over the following years, until leap seconds were adopted in 1972 in an effort to simplify future adjustments. A number of proposals have been made to replace it with a new system, which would eliminate leap seconds, but no consensus has yet been reached to do so.
